C2 helps Vermont DMV define technology roadmap to modernize operations

Situation

The Vermont Department of Motor Vehicles (DMV) was embarking on a complete information systems overhaul. Their complex network of disconnected systems, dating back to the 1960s, was stretched to the limit with redundant manual processes holding it all together. Routine tasks were difficult and time-consuming, and it took days for updated information to be available. The DMV also needed new technologies such as imaging but many wouldn’t work with the existing systems.

While the DMV knew an upgrade was necessary, they also knew they needed expert assistance with this complex undertaking. C2 consultants worked with the DMV to complete a thorough “as is” analysis of the current environment. C2 conducted a full departmental analysis and a technical analysis of the legacy mainframe, a proprietary Unix data entry system, a data warehouse, and more than 50 Microsoft Access-based supplementary applications. C2 also analyzed end-to-end business processes for all transactions DMV performed, scrutinized and documented pertinent Federal and State statutes, and identified the key stakeholders of a major systems change. The project provided a thorough inventory of the existing systems and business processes, and a viable roadmap to achieve their system modernization goals.

Results

The DMV had a defined vision and plan for an integrated technology environment that would improve their interaction with customers, compliance with State and Federal entities, and service to commercial sectors. With a practical and pragmatic plan in hand, the DMV issued a clearly delineated RFP for the implementation undertaking. C2 continues to work with the DMV as an advisor and advocate, providing them project guidance, technical oversight, and assistance with organizational change management, business analysis, and quality assurance.
